School Funding
MBAE supports the state’s progressive school funding model that provides an adequate level of resources to each school district irrespective of each community’s fiscal capacity. We have supported state increases in funding, including the 2019 Student Opportunity Act, coupled with an emphasis on effective use of resources on evidence-based practices.

MBAE School Funding Analysis Leads to Critical Change
MBAE’s 2010 analysis of school funding, which revealed the full extent to which employee health insurance costs were eroding classroom spending, was the catalyst that:
- generated support for legislative reform of the municipal health insurance system; and
- led to the creation of a state commission to review the state’s school funding system and, ultimately, to the passage of the Student Opportunity Act, legislation that increases state funding by $1.4 billion with the goal of closing racial and socio-economic achievement gaps.
