It also states that “test scores are stagnant and big gaps remain in student achievement,” even though Massachusetts leads the nation in test scores, largely through its staunch adherence to standards and its commitment to tying student performance to graduation.
“We’ve gotten as far as we can with the foundational elements of high standards and assessing where students are, but it’s not enough,” says Linda Noonan, MBAE’s current executive director. “We’re leaving too many kids behind.”
